Attention: Honorable Minister of Public Health
Peace be upon you, and the mercy and blessings of Allah,
After the greetings,
Please consider the following issues in your esteemed department and ministry:
1. Female employees must observe Islamic hijab.
2. The distinction between male and female offices should be maintained.
3. Female employees should be treated equally in accordance with Prophetic tradition.
4. Female visitors should be allowed to visit government offices without violating Islamic hijab.
For the attention of the Ministry of Promotion of Virtue and Prevention of Vice and Complaints, the following committee has been formed for investigation:
- Mawlawi FazluRahman as the Head of Inspection
- Mawlawi Muhammad Yahya Arif as the Head of Reform and Training
- Mawlawi Raz Muhammad as the Head of Military Affairs for the presentation of complaints
- Mawlawi Muallim Jan as the Head of Promotion of Virtue and Prevention of Vice in Kabul city
You are hereby requested to cooperate with and support the investigation conducted by this committee.

Several employees of the Taliban's Ministry of Public Health, who did not wish to reveal their identities due to the sensitivity of the matter, confirmed this letter and said that it had been distributed for implementation across all departments of the ministry. This directive imposes strict gender segregation and dress codes on female employees in the health sector. While couched in religious language, these mandates restrict women's autonomy, reinforce male guardianship structures, and create workplace barriers. The requirement for gender-segregated offices and the surveillance by appointed religious inspectors further erodes privacy, equality, and freedom of movement for women, undermining their participation in public and professional life.
