Greetings and peace be upon you,

It is with the utmost respect that I formally request all esteemed faculty members of the country’s universities to adhere diligently to the following directives in their academic endeavors, including writing, research, and translation:

1. In the preparation, research, and translation of their scholarly works, faculty members must meticulously observe and uphold all laws, regulations, directives, and policies established by the Ministry of Higher Education. They are expected to refrain from engaging in any political, linguistic, religious, ethnic, or organizational biases. Support for the current system must be demonstrated, and actions contrary to it should be avoided, as such conduct may lead to unnecessary challenges.

2. When undertaking scholarly work, particularly in writing, research, and translation, faculty members are instructed to avoid the use of foreign terms and expressions (e.g., Dadgah, Dadsutani, Danishjo,Danishkada, Azdakaryal, Pohanyar etc.). The Ministry has provided national equivalents for these terms, which must be used with full respect in academic publications. This will contribute to national unity, the dissemination of knowledge, and improved clarity in academic communication.

3. The names of the country's revered religious and national figures (such as Syed Jamaluddin Afghan, Sultan Mahmood Ghaznavi, Ahmad Shah Baba, etc.) should be cited with the utmost respect in all scholarly works. Furthermore, all faculty members must take diligent care to avoid any form of academic misconduct or plagiarism. Any breach of this principle will result in the attribution of responsibility to the author, researcher, translator, supervising faculty, editor, department head, and faculty dean, as applicable.

4. While all languages spoken in the country are held in high regard, given that most of the population communicates in the two official languages (Pashto and Dari), it is a requirement for all faculty members and academic staff to possess proficiency in both Pashto and Dari. Faculty members must be capable of reading, writing, speaking, and teaching in both languages. Subjects taught in Pashto should be delivered in Pashto, and subjects taught in Dari should be delivered in Dari. Additionally, all professors are required to be fully proficient in both official languages, and this requirement must be rigorously adhered to.

It is also mandated that faculty members prepare their academic works (writing, research, and translation) in Pashto and Dari when applying for academic promotions, including articles, forms, and other written materials. Failure to comply with this directive will result in the denial of promotion.

In a notice sent by the Department of Composition and Translation of the Ministry of Higher Education of the Taliban to the heads of universities across Afghanistan, two points are emphasized seriously. The first point is the prohibition of including critical content or material that contradicts the principles of the Taliban government in academic works. The second point is the prohibition of using Persian words in those works.
