Decree

University entrance exam candidates in Mazar-i-Sharif reported that Kankor exam materials were provided only in Pashto, raising concerns of discrimination against Dari-speaking students.

Decree Translation

A university entrance exam candidate in Mazar-i-Sharif, through a voice message, stated that the Taliban have provided the exam information in Pashto, whereas the majority of people in the region are Persian-speaking and have little familiarity with Pashto. The video states

We are candidates of the 1404/06/05 Kankor exam and the exam papers that were given to us did not contain a single sentence in Persian they were written entirely in Pashto. We do not know Pashto at all. In Mazar-i-Sharif 98 percent of the people speak Dari (Persian). This is a clear and obvious act of discrimination by the Taliban government against us.

Notes on Decree

This entry documents allegations of linguistic discrimination in the administration of the national university entrance examination (Kankor) in Mazar-i-Sharif. Candidates reported that exam materials were provided entirely in Pashto despite the majority of students in the region being Dari-speaking and unfamiliar with Pashto. The absence of Persian-language exam content may create barriers for candidates seeking access to higher education and raises concerns regarding equitable access to state-administered examinations. The incident highlights how language policy in educational administration can affect fair participation in national education systems and may disproportionately disadvantage linguistic communities in certain regions.
