Decree mandating hijab for women, with escalating penalties enforced on male guardians and issuance of arrest orders for women without hijabs in Kabul.

Decree Translation

The Taliban’s Ministry for the Promotion of Virtue and Prevention of Vice issued a new verbal directive requiring all women in Afghanistan to observe the full Islamic hijab. In this video, a Taliban representative from the Ministry emphasized that:

Wearing the burqa has been part of Afghan culture and dignity in our beloved homeland for centuries and it is considered the most appropriate form of hijab. A black dress and veil that is not tight or clingy are also a hijab.

He outlined a series of steps that would be taken if a woman is found not complying with the hijab rules:

In the first stage, authorities will identify the woman’s residence, advise her family elders, and punish her guardian.
In the second stage, if the issue continues, the male relative/guardian will be summoned to the relevant police station.
In the third stage, her male guardian will be detained and imprisoned for three days.
Finally, in the fourth stage, her guardian is taken to court to be sentenced to an appropriate punishment.

Meanwhile, a Taliban member in the 17th security district has sent a message to educational centers stating that the Ministry for the Promotion of Virtue and Prevention of Vice has ordered that women who do not adhere to the group's prescribed hijab will be arrested. This Taliban fighter mentioned in the message that, as per the Ministry's order, girls and women who are arrested for defying the hijab mandate will remain in detention at the police station for a few days. He further stated that the families of the detained women must come to the police station and guarantee that they will comply with the hijab rule in the future.
