Decree Translation

Date: 03/12/1400 The Taliban Ministry of Promotion of Virtue and Prevention of Vice has stated that female employees must observe hijab, even if it means covering themselves with a "blanket".
The ministry issued a statement on Tuesday, 1400/12/03/February 22 of 2022, threatening that women who defy this order will lose their jobs.
Since the return of the Taliban to power, most women have been banned from working in government offices. However, the Taliban claim that once conditions, including separate work environments, are prepared, women will be allowed to return to their jobs.
The Taliban Ministry of Promotion of Virtue and Prevention of Vice stated in its latest statement that women should not go to work until they fully cover themselves, and if they disregard the group's guidelines, they will be dismissed.

Notes on Decree

This decree by the Taliban’s Ministry of Promotion of Virtue and Prevention of Vice exemplifies coercive enforcement of gender norms that infringe upon women's autonomy and economic rights. The ultimatum—cover fully or lose your job—reflects the institutionalization of gender-based control, where access to work is made conditional on compliance with extreme dress codes. While the Taliban claim that women may return to work once segregated conditions are met, such statements appear performative given the continued tightening of restrictions. This decree illustrates how clothing mandates are being used as tools of exclusion from public and professional life.
