To the esteemed Ministry of Communications and Technology,
Peace be upon you, and the mercy and blessings of Allah,
After the greetings, We kindly request all ministries and independent government agencies to observe the following matters in their offices:
1. All female employees entering their offices must fully observe Islamic hijab.
2. Separate offices should be allocated for male and female staff.
3. Male offices should be decorated according to the Prophetic tradition.
4. Performing prayers in congregation should be ensured.
5. Women visitors without hijab should not be allowed to enter ministries and government offices.
The committees of the Ministry of Promotion of Virtue and Prevention of Vice, consisting of Mawlawi Fazl Rabbi as the Head of Inspection, Mawlawi Muhammad Yahya Arefi as the Head of Reform and Training for Enforcers, Mawlawi Raz Muhammad as the Head of Promotion of Virtue and Prevention of Vice in Kabul city, and Mawlawi Muallim Jan as the Head of Eradication and Prevention of Vice, have been introduced to you to inspect the offices.

Based on a document received by Afghanistan International, the Taliban's Ministry promotion of virtue and prevention of vice has instructed ministries not to allow women without "Islamic hijab" to enter government offices. Additionally, they have ordered that the offices be segregated for male and female employees, and men should adhere to the "Prophetic tradition" in their attire. This department, responsible for enforcing the Taliban's interpretation of Sharia law in Afghanistan, has advised men to dress according to what this group considers the Prophetic tradition (the way of the Prophet of Islam).
