Notes on Decree

This directive institutionalizes the imposition of religious dress codes in schools, compelling both female and male students and teachers to comply with Taliban-defined "Islamic" standards. For girls and women, compulsory hijab represents a broader campaign of gender regulation; for boys and male teachers, banning neckties reflects ideological control over symbols perceived as "Western." These policies undermine personal autonomy and contribute to the politicization of the education system, where conformity to religious appearance is prioritized over academic freedom and inclusive learning environments.
