To the esteemed officials of the Ministry of Education,
Peace be upon you, and the mercy and blessings of Allah!
Subject: Warning Notice
As per the verbal and written instructions given to us in the early days of Month of Sha'ban, and due to the negligence of some officials in executing those instructions, we have decided to show leniency and compassion towards certain employees.
Now, it is imperative for all esteemed employees of the Ministry to heed the following:
1. Every employee must strictly adhere to the Prophetic tradition. Anyone deviating from this tradition will be dealt with severely.
2. Each employee must regularly attend their duties at the center. If assigned to provinces and districts, they must report to their assigned schools and offices punctually.
3. Female employees must observe Islamic hijab. Failure to comply with this requirement, whether male or female, and attending duties without proper hijab, especially during emergencies, will result in a warning and may lead to further disciplinary action.

This directive enforces ideological and religious conformity within the Ministry of Education, using disciplinary threats to mandate adherence to the Taliban’s interpretation. Ahmad Roan, the spokesperson for the Taliban Ministry of Education, did not confirm or deny the authenticity of this document and stated that he has "no information" about it. Recently, in Ghazni province, the Taliban detained five employees of the Ministry of Education for five hours because they had trimmed their beards. A source in Ghazni reported that the Taliban has formed a committee called the "Change of Belief," and this committee holds seminars for employees of the Ministry of Education in the province every week.
