Ban on marriages between shia and sunni in Badakhshan province.

Decree Translation

Date :14/11/1401

Mawlawi Juma Fatah, the Taliban district governor for Nasi Darwaz and the military commander for five border districts in Darwaz, has issued the following decree:

Announcement:

To all the respected residents of Nasi District:

Respected and honorable residents of Nasi Darwaz District, in the religion of Islam, it is emphasized that the belief and piety of God is always at the forefront of all actions, speech, and behavior and everything related to religion. This issue has been emphasized more.

Therefore, regarding religious and ideological considerations, all the tribes of the territory of this district are instructed that from now on, no one from the Sunnis has the right to give a daughter to the Shia's, and also from the Shias to the Sunnis.

And if any consideration or condition is seen in accepting the belief of the other party between the suitor and the requested, that is, the son who is getting married and the daughter who is getting married, the issue should be discussed with the district administration and the court.

Notes on Decree

This decree is a clear act of sectarian discrimination, targeting interfaith (Shia-Sunni) marriages and formalizing religious segregation in personal relationships. The use of mosque imams to enforce this decree underscores how state power and religious authority are being merged to impose ideological control, while vague threats of “serious consequences” further indicate potential for arbitrary enforcement and repression. Even if later walked back by Taliban spokespeople, the decree and its messaging are likely to have a chilling effect on inter-sectarian unity and individual freedoms.
