Notes on Decree

The murder of Halima by a Taliban fighter for rejecting a marriage proposal reflects the lethal consequences of entrenched gender inequality and absence of legal protections for women under Taliban rule. Her death illustrates how refusal to comply with forced marriage demands can result in fatal violence, especially when perpetrators are empowered by institutional impunity. The lack of investigation or public accountability by local Taliban authorities further signals a breakdown in the right to justice and protection for women.
