Number: 443/800
Date: 1445/8/14

To The Honorable Director of Information and Culture of Khost Province
Peace and mercy of Allah be upon you.
Khost is a border province with a high population, where most people are uneducated or have low literacy. Due to this reason, many radio stations and televisions operate there. However, some of these media outlets contribute to moral corruption. For instance, these media outlets broadcast educational and social programs, and many girls participate in these programs. Unfortunately, these programs are often misused during both official and unofficial times, as girls establish inappropriate phone relationships with the program officials.
Afghanistan, particularly Khost, is an Islamic, traditional, and culturally rich society. Therefore, such phone relationships lead society toward moral corruption and conflict with Islamic Sharia. To protect the honor and dignity of our tribes, villages, and society, all forms of telephonic communication between girls and media officials should be prohibited. Furthermore, these media outlets do not have official permits from the education department for their educational programs. Based on our administrative information, most incidents occur through these channels. To prevent criminal incidents and reduce instances of moral corruption, it is proposed that media officials be summoned by our administration.
Therefore, we request your esteemed department to take action within your authority and responsibility to prevent the misuse of these media platforms and to implement any necessary legal measures accordingly.

Sincerely
Khost Province Police Command

Notes on Decree

This letter reflects an escalating crackdown on media freedom and women’s public participation. By framing female involvement in media as a threat to Islamic and cultural norms, authorities are attempting to restrict women’s voices and limit access to education under the guise of morality. Such rhetoric reinforces gender-based discrimination, violates freedom of expression, and undermines independent journalism. It signals a broader push to enforce ideological conformity through censorship and intimidation
