Announcement for Recreational Parks in Kabul Province
All owners and managers of parks in Kabul city and its surrounding areas are hereby informed that:
Sundays, Mondays, and Tuesdays are exclusively allocated for women, provided that they observe proper Islamic hijab. During these days, Mujahideen and the general public are not allowed to enter the parks.
Wednesdays, Thursdays, Fridays, and Saturdays are designated for men. On the specified days for men, if Mujahideen go for leisure, they must not carry weapons or display military insignia, as per Article 5 of Cabinet Resolution No. 21 of the Islamic Emirate of Afghanistan.
Failure to comply with the above will result in legal action against park owners and managers, and no complaints will be entertained.
Additional Notes:
Tourist areas within Kabul province, such as Paghman Valley, Shakar Dara Valley, Istalif Valley, and other locations frequented by the public, require women to observe proper Islamic hijab and avoid mingling with unrelated men. Noncompliance will result in legal action.

This directive reinforces the Taliban’s gender segregation policies by restricting women’s access to recreational parks to only three days per week—conditional on strict hijab compliance—and excluding them entirely from popular tourist sites where gender “mixing” may occur. Meanwhile, men are granted four full days and allowed access even while armed, as long as they do not display weapons. This unequal allocation of public space and the threat of legal action for noncompliance further institutionalizes gender apartheid, reducing women’s visibility and freedom in public life and enforcing patriarchal control over even leisure and movement
