Decree Translation

Date: 07/12/1446 In the Name of Allah, the Most Merciful, the Most Compassionate
To the Esteemed Directorate of Traffic, Herat Province
Peace, mercy, and blessings of Allah be upon you.
Subject: Regarding the prohibition of women driving in city center and highways of this province.
As you know, driving is a serious and important responsibility, and even a small mistake can cost people their lives.
The department believes that women should not drive in the city or on highways, because they are seen as not having the proper ability to learn driving and are often distracted.
Therefore, we respectfully request your office to cooperate with us and stop women from driving.
With respect,
(Signature)
Sheikh Aziz ur-Rahman Al-Mo’men
Head of the Promotion of Virtue and Prevention of Vice and Complaints Office of Herat Province

Notes on Decree

This directive formally bans women from driving in Herat Province, using gender-based stereotypes to justify exclusion from mobility and public space. by framing women as inherently incapable of driving, the Taliban institutionalize discrimination through administrative enforcement rather than individual assessment or safety standards. The measure deepens women’s isolation by removing independent mobility, reinforcing dependence on male guardians, and restricting access to work, healthcare, and daily life.
