Date: 31/04/1404 Local sources from Kandahar told Amu that the Taliban's Directorate for the Promotion of Virtue in the center and districts of this province has imposed new restrictions on women's work and warned these women to have a mahram with them at their place of duty and that it is mandatory to have a "mahram card". According to sources, according to the order, female employees in Kandahar are no longer allowed to work without a male guardian, and the Taliban's virtue authorities have emphasized that the mahrams of working women must be a member of their families, including sons, brothers, fathers, and husbands. A number of female employees in Kandahar told Amu that according to the Taliban's order to promote virtue, their "mahrams" must be present at work with them until the end of the working day, otherwise they are not allowed to work, and this order has caused them many problems. According to sources, the creation of a "Muharram card" can take anywhere from one to three days and requires the approval of the head of the Taliban's Office for the Promotion of Virtue in Kandahar, a local lawyer, a local security official and the relevant labor organization. According to the Taliban's Office for the Promotion of Virtue, all information related to the mahram and the female employee will be written on the card.
The imposition of mandatory mahram accompaniment and a state-issued “mahram card” for working women by the Department for the Promotion of Virtue and Prevention of Vice in Kandahar Province constitutes a further institutionalization of gender-based control over women’s employment. Conditioning women’s right to work on continuous male guardianship, bureaucratic approval, and surveillance effectively renders employment inaccessible and dependent on male consent. This measure transforms guardianship into an administrative enforcement tool, reinforcing women’s legal invisibility and economic exclusion.
